The United Kingdom and Ukraine have announced a major new partnership designed to accelerate the development of artificial intelligence for defence, national security and critical infrastructure.

Under the agreement, the UK will become the first international partner to gain access to Ukraine’s Avengers AI Labs. The platform uses real-world information collected through thousands of daylight cameras and infrared sensors operating across the battlefield in Ukraine.

These systems capture millions of objects, including drones, vehicles, artillery and air-defence equipment. This vast volume of operational data can then be used to train and improve AI models.

 

 

 

 

Combining data with British expertise

Ukraine has developed considerable experience in using technology under some of the most demanding conditions imaginable. The UK, meanwhile, has one of the world’s largest AI ecosystems, supported by leading universities, researchers, technology companies and start-ups.

By bringing these strengths together, the two countries aim to develop AI solutions more quickly and test them against genuine operational challenges.

Several pilot projects involving British technology companies are already under way.

One project uses existing underground fibre-optic cables as a large AI-powered sensor. The system can detect movement and activity around sensitive locations, helping to protect military sites from intruders and hostile surveillance.

If successful, similar technology could eventually help protect:

  • Airports
  • Railways
  • Prisons
  • Energy facilities
  • Other important national infrastructure

A second project will investigate low-power AI chips for drones, robotics and autonomous systems. These chips could allow intelligent machines to operate for longer, react more quickly and function in environments where conventional technology may struggle.

Why this matters beyond defence

Although the partnership will initially focus on defence and national security, its potential applications extend much further.

AI systems trained to identify objects, detect unusual activity and make decisions from real-time data could eventually support transport networks, air-traffic control, energy systems and emergency services.

The agreement demonstrates that AI is no longer simply a tool for generating text or automating everyday office tasks. It is increasingly being used to:

  • Analyse enormous quantities of sensor data
  • Detect threats and unusual behaviour
  • Protect physical and digital infrastructure
  • Support faster decision-making
  • Operate drones and autonomous machines
  • Improve national resilience

However, technology operating in such sensitive environments must also be developed responsibly. Cybersecurity, data protection, human oversight, testing and protection against manipulation will all be essential.

The UK–Ukraine agreement is an important example of how real-world data and technical expertise can be combined to solve difficult problems.
